  2. You count illegal immigrants as part of the number of students you have, but won't cooperate with federal law enforcement when trying to find criminals? Goodbye federal education funds. State and city law enforcement won't cooperate with federal law enforcement? Goodbye federal law enforcement subsidies. This is how they made 21 the national drinking age. It isn't an actual law. But if states didn't raise their age limits they would lose highway funding.
