  3. In New York a case can be transferred to adult court if the perpetrator is as young as 13. It is entirely the prosecutor's discretion. It is 100% prosecutors that are letting little thugletts go out and repeat their crimes over and over. It is not accidental, it's not misjudgement. It is an intentional choice. They could, if they wanted to, move this and any outstanding cases to adult court where he'd receive an adult sentence. Would a decade or more inside help him? Maybe, maybe not. But at least his future victims would be safe.
