  1. There's the 28 people hired to work two locations, two days a week for 3-4 hours. Of course the fact that only four people are needed and the 24 who don't show up but are still payed has nothing to do with the costs. Then add the dozen or more layers of administration above them isn't a problem either, I'm sure.
