  1. There's going to be tension between the new recruits and established troopers. Imagine putting in time at a job, then learning the new guy couldn't meet the basic standards you did. Plus was paid extra for failing.

  2. I had to take a harder math test to get hired for Subway years ago. Defense attorney's are going to have a field day with the new hires.

  3. Investigate all you want. Unfortunately it will be impossible to remove a single incompetent person. Doubly protected both by the union and "How dare you criticize a person of color". The administrators and teachers who are incapable of doing their jobs now will still be there in another decade.
