  3. I'm convinced a lot of them knew full well what they were doing when they passed the eviction moratorium. Big real estate companies can afford to take a hit from a couple units not paying. But small investors who only own one or two can't. The large rental companies knew they'd be able to do a land grab when the dust settled, that's why they claimed to be understanding and compassionate when it started.

  4. Along with "squatters rights" there are a bunch of anti slumlord laws in New York. Cutting off utilities is considered providing unlivable housing.

  5.  @tin2001  You are the listed property owner. They claim to be a tenant. If the utilities are already in your name they stay that way until the tenant says otherwise. Yes, if you didn't pay your bill for your home it could be cut off. But they claim to be renting from someone with an agreement that the listed owner will pay the utilities as part of the rent. The fact that they aren't actually paying rent doesn't matter under the law. Stupid, I know, but that is apparently how it works.
