  1. #4 and 5. These keep going up because it's reliable revenue. Either pay or they take your car hostage. Cities know people will usually pay.

  2. New York shut down off track betting because they lost too much money. They had a monopoly on gambling, and managed to lose money. The state of Illinois shut down their lottery because it lost money. Something with a built in 50% profit margin and it went bankrupt. Various federal agencies have seized bordellos in Nevada. The IRS taking over the Bunny Ranch is the most famous. All have closed do to running an unprofitable model. Most people in government supervisory jobs are there because they can't survive in the private sector.
