It was intended to cut costs in the long run because they wouldn't have to pay people who left early. Unfortunately they failed to take into account that this was a big incentive to stay and ended up paying way more in retirement than they expected. To solve this problem they started switching to private companies so they weren't responsible for long term payments. My Mom quit, collected her nice retirement package, and then went back to work doing a similar job for the company the county hired. You are correct, it was some genius who decided to kick the can down the road and figured there would be a better way in the future. It's like using your Visa to pay off MasterCard. Eventually you have to pay, and the amount isn't going to be less when that time comes.
