  1. Even if theft is reduced in the stores, customers still have to go there. Traveling in San Francisco means playing Dodge-a-Bum almost every block. A couple years ago when retailers and business offices started closing up people claimed it was because of safety. The city came out with a pole showing that the majority of employees downtown felt safe in their workplace. "In their workplace" was the important factor, getting there and back apparently not so much.
