  1. When I was younger we had to go to the post office to get our mail because our dog jumped in the mail truck. If they can deny a single address, they can deny a neighborhood.

  2. They do get arrested, sometimes. But the system short circuits when prosecutors drop charges. Or a fellow traveler judge decides a plee deal that comes down to nothing is acceptable. Arrest them in the morning. Feed them lunch in jail. Make sure they're home by dinner so they can be out that night doing it all over again.
