  2. ​ @Cowboycomando54  The beach (Tidal area and slightly above) is public. But private owners make access to it nearly impossible. Beachfront property owners here in Florida have tried for decades to shut down public access to certain areas. A favorite is to allow the access point, usually a path or raised walkway, to remain. Legally it's very hard to remove one once established. But then chip away at any parking within miles of it.

  3. This is why cities like Portland and Seattle will ignore fifty tents lined up along a sidewalk. But ticket anyone who's car bumper overhangs a sidewalk in the driveway. A hundred homeowners will pay before the first junkie even acknowledges a citation.
