  1. I wonder if New York has ever considered a limit of a 1% or 1.5% increase on taxes or fees for it's citizens? Or maybe a similar limit on the budget. Businesses are supposed to get by with only that regardless of market conditions. All the big brains in government should be able to figure out how to do it easily.
