Every attempt to stop it since then has resulted in near riots from people who refuse to get rid of oil burning furnaces. Fortunately these are becoming more scarce as older houses are demolished.

Courts have declared that the state (police) are not responsible for the safety of an individual. If you have a police force that is undersized, poorly deployed, or just plain sucks there is nothing directly that you can do about it. Well, nothing legally. I can see some neighborhoods starting citizen patrols. Maybe a few groups of guys who happen to be walking around looking for a midnight baseball game and also happen to be carrying bats.

It's a stretch, but sanctuary laws plus ATM card handouts to people without background checks could be called an attractive nuisance. A reasonable person would assume violent criminals would be attracted to the offer.

It's common in areas with large numbers of people on scooters. They can blend in with a crowd and aren't noticed. In the past few years there's been a huge increase in the number of scooters in American cities. Twenty years ago they would have stood out, witnesses would have noticed. Now people just give a quick glance at most to make sure they aren't on a collision course.
