  2. Let's be honest. The goal isn't to start in juvenile court, it is to keep the case there. In little boy court there are no real penalties. You'd practically have to detonate a nuke before anyone considered it enough of a crime to move up adult prosecution. Got to keep those innocent babies out of the system for as long as possible. That way, when they hit 18 (Or 21, or 25, or whatever Maryland calls age of majority now.) everything is a first offense all over. And you wouldn't put someone in prison for just one mistake?
