  2. Yep. Government "We're not monitoring the stores you visit, or watching what you purchase. It's a private company, they just "lend" us the information. Many states have laws against selling private information gained through government agencies (Like auto registration and licenses) to data brokers. The work around is that it's sold to a private company that doesn't do it, who then resell it to the data brokers. Somehow this is considered legal.
