they did communicate with each other through an open radio line (open to all SS & local L/E) according to the Senate briefing today.

@mhxxd4 He knew he was to go to the top of the building set up for police staging and he figured it out on his own after that...

@mhxxd4 observing the building he saw no one on top. He may have walked into the building and looked around, who knows? he may have noticed some of the police inside but maybe they didn't notice him. Maybe he picked up a rifle there at the staging area? hard to really know. No drones in use, though.
