It's not meant to be understood - like Vought said, the policy is written vague for a reason, to allow for wiggle room. I've been a policy writer for DoD w/ the Undersecretaries of the military branches. Vought said the Trump admin. plans to reverse engineer these current policies, but I don't think that's the way to go. The DOGE should simultaneously revise each agency's Org chart & then each agency's policies with a fine tooth comb. Frankly, there needs to be hundreds of people (short term project people) to assist Ramaswamy & Musk on DOGE because this new task force has a inconceivably massive undertaking ahead of them and it needs to be done 100% right, not half-a*sed.

@eilenekyle1978 I’ve worked in Russ’s world for many years. He’s correct. Every single Jul-Sep, we’ve been told we MUST spend every cent remaining in our budget and when you submit next FY’s budget request, bump up the amount you were given last year by at least 10-20%. The bureaucrats are mad as hell when you’ve not burned through your budget by the end of the year. It’s always been jacked up since forever.

@darbyohara almost three-fourths of the federal budget is "fenced" - meaning it's never actually on the table in total. I learned this in my Govt budgeting course.

The fed government bureaucracy has a gargantuan ego. The bureaucrat TELLS the leadership (whomever that may be) often the "new kid on the block") what to do, how to do it, what's legal and what's not, and they tell the leadership that "they" are just protecting them from problems later. Day One: put a DOGE TASK FORCE on the Office of Personnel Management and expect it will take a full four years to see it through. If this isn't done out of the gate, Trump won't be able to accomplish all that he wants and his cabinet and task force will be stymied.

Congressman Massie said nothing useful was ever put out in a briefing or in the SCIF - I remember Tucker's interview with him which was equally eye opening as this one.

Are you confusing project 2025 with Trump’s agenda 2025? They’re two separate action plans. Trump’s agenda was the only one written by Trump & co.

The office of personnel management is the policy writer and H.R. When someone comes into the govt, they’re basically hired by OPM; their actual job position, duties, pay level etc etc etc are all semi negotiated discussions. Thus, OPM essentially is the entity that hires and fires, not the sitting president or anybody in the chain of command. Sure, there’s exceptions to that occasionally, but in vast majority of situations, this is the structure.

Russ is speaking truth. I can vouch for it. Pretty much all he said I agree with. 46 yrs in the exact same works as this guest, he was straightforward and honest. He said just what I’d have said to the majority of Tucker’s questions.
