  1. the Butler county coroner saw the body about 15 hours after the shooting. Someone was directing the transfer of the body to a different jurisdiction where an autopsy was done (if it was done). Mr. Higgins came to Butler several weeks after the shooting. Crazy for him to expect bodies to be kept on ice for his visit. Quite possible there's no written request to hold the body for external investigations or else the agencies overrode standard procedure. Conjecturing the possible scenarios.

He's certainly smart enough to ask the right questions and track & trace the 'record of receipt' on the body along with a date-time, at bare minimum. Or perhaps Higgins left out a lot of details in his report. If I know the comings and goings of the body, and I'm not on the task force, then wtf?
