DOGE must (1) have newly revised policies/governance in place prior to implementing task force efforts over the Trump second term; (2) detect F,W, A and detail it in specifics, not generalities; (3) analyse/determine the cost-value of keeping/cutting the people/programs behind the F,W, A, (4) ensure the COA for the exit of govt employees is one that will provide the affected employees' compensatory off-ramps into non-govt employment.
