  16. It's a minimum sentence. He still has to be reviewed by the parole board who will most likely deem him unsafe to re-enter society. He's got other charges to that add up to a minimum of 30 years.

  20. Sadly, a lot of kids really do just run away, or take off for a few days with a friend/partner, even the ones that parents swear up and down that they'd never run away usually have just run away. Police time and resources are limited.
