There are three usual explanations:
1. In the USSR, mostly 9-story houses were built for the reason that their height corresponded to the height of a mechanized fire engine ladder - 28 meters, respectively, it did not extend above the ninth floor.
2. The next reason is GOSTs, which regulate, in particular, that a 9-story building must have an elevator, and if there are more floors - 10, 12, and so on - then the number of elevators increases, and this leads to an increase in construction costs and subsequent repairs . In addition to an additional elevator, tall buildings require smoke removal systems and an evacuation route - more time and money are required to build such infrastructure, and the cost of apartments increases.
