Orwell himself was a member of that class. In his day it was called shabby genteel. The term has withered away considerably, along with the category of people who read books dating from that time.

"Trickling up" evokes the wrong image. And it's the higher classes Fussell referred to, not "higher culture." The right image is of people in those classes drifting downwards to embrace low culture, behaviour, tastes, usages, etc.
