  1. Tariffs by both countries have always been around and always will be. Yes, both. 'Free trade' is a misnomer. US-Canada pacts (e.g. NAFTA, or Trump's 2019 USMCA) merely chip away at both sides' tariffs, aiming at freer trade. A trade treaty thousands of pages long is clearly all about tariffs. That cogent enough?
