Boris The Kitchen Knife in my time(mid 2000s) if you don't sign a military draft letter that should be handed to you personally , you can't be held criminally responsible. I dunno maybe they changed the laws since then.

Max Demyanov that's something strange going on with your babushka, you shouldn't get any draft letters because the military get your file(and your first check up) during your high school years. So if you left when you was 7 you shouldn't even be in their database. Sometimes when you move to another home in Russia and want to get a residential registration stamp/or passport and you are 18-27 they gonna require you registered with the local military. Those are the only possibilities to find yourself in a database.

Max Demyanov if you have a Russian birth certificate and were born in Russia/Russian SSR you should be able to get your Russian passport just contact your local Russian consulate. P.S. Having a second citizenship will make it impossible for you to serve in Russian army unless you hide it.
