Because they are not stupid and want a safe haven just in case. Today you got money and connections in Russia…tomorrow you will be stripped off everything and thrown in jail on made up charges …it’s unpredictable, most of their children didn’t inherit the grit and smarts of that first generation wealth in a corrupt lawless country so they gonna be ripped apart so you need to relocate them to a safer place where they can trust the law a little bit.
