It's exactly in comparing "Moo Moo" to "He said, she said" that you can see a difference in approaches. Moo Moo was more subtle, genuine and based in the story than He said She said. In Moo Moo, the offending officer even gets to tell his side of the story. The reasons he offered are commonly offered justifications.
As Lorist points out, they went a little overboard in painting with a broad brush in the He said She said episode. As an example, while they could've given that Beefer dude genuine motivations, he just turned out to be the pig you thought him to be. And as a final point, a slight reckoning within the show of how characters have spoken of Terry and his physique would've been smart as well.
When you address serious topics like that, you have to be careful and avoid being caricaturesque in your depiction of the issue. You end up preaching to the choir, otherwise, which is ineffective. I think Moo Moo didn't do so and He said She said did a little.
