The reason it was outsourced was the cost, cheaper labor. 3 years later you get an operation going but is it enough, probably not. Labor coat USA is triple of China and close to par with the EU. There are pictures of intertwining galaxies 100s of millions of light years away, but nobody can manage to take a close up picture of these things, not even a backyard astronomer with a camera attached to a telescope, of which there are many many of?
