People forgetting their wallets at home in their other pants need to be put on notice as adults. There should also be critical areas of expenditure like AMMUNITION, who builds weapons but not enough ammo???

  2. Putin pays attention and a clear message to him is for panels like this and NATO members to keep mentioning that sanctions are never coming off and are in fact going to increase. Don't mention ever that if Putin is a good boy the sanctions may ease up, no, never say that, it is weakness to him and gives him wiggle room. Let him and Medvedev bluster about nukes but do mention that it is suicide and their elite children live in west locations they want to nuke.
