  1. Airplanes are required to carry at least 45 minutes worth of extra fuel. So when the pilot declared he was 3 to 4 minutes away from "Bingo fuel", it meant he had 48-49 minutes' worth of fuel left. He had plenty of fuel to get to GFK airport (70 miles north). So my question is, does this count as an emergency? Does the pilot have the right to declare an emergency just so he can avoid diverting?
