Of course. Usually the only witnesses (if there are any) are close friends or family members, and when they talk to investigators, they're conveniently not going to mention how their roommate was hopelessly fall-down drunk and trespassing in areas of the ship where they didn't belong.

We have another over-served drunk climbing up onto railings or going into blocked-off restricted areas and then losing her balance. How long will it be before this lush hires a lawyer to try and force a settlement from the cruise line?

Damn cruise line was negligent, they didn't build high-enough railings and they didn't have enough "No Trespassing" or "No Climbing on Rails" signs.
