Can you provide a source/link for the procedure in Russia as you describe it?

None of the people in this video were profiled. Neither the police nor the ABC anchor approached any of the people involved until AFTER they had returned from the hiking trail (from their walking or jogging). When he said "you don't appear to be handicapped" he was not referring to their outward appearance, he was referring to the fact that he had just witnessed them (off-camera) walk to and from the hiking trail to perform their exercise.

Wanna know what causes this whole problem? California law does not require reauthorization of handicapped placards. If you have a handicapped placard, the state automatically mails you a new one every couple of years when they expire. This means decals often get sent to people who may have had some disability in the past but who no longer have one. Or, they get sent to elderly citizens who have recently died, and their children or grandchildren take it and use it. That law needs to change.

3:29 The only reason the neighbor notified the authorities is because he''s a NIMBY who doesn't like people parking on his quiet little street. He wouldn't have cared one iota about this had it been occurring in a different neighborhood in a different state.

They’re only sorry when they get caught

Because Americans don't like to walk.

jeffw1267 walking through parking lots doesn't count

+Amy Ann your anger is well taken. But my question is, how many of these low-lifes actually pay the tickets issued to them?

+Anja M. I hate people that abuse handicapped spots too, and I'm glad they're being caught...but this is all about NIMBYism. That's my point. The neighbor wants it to look like he's out to protect the rights of disabled people, when in fact all he cares about is keeping traffic out of his neighborhood.

+xc5647321 I don't see any homeless people in this clip and I don't see anyone puking or sh-tting in public, so I don't know what you're referring to

+xc5647321 I live in a city and I've learned to accept limits on the amount of peace, quiet and space that I can expect. My point is that the neighbor at 3:28 makes it look like he's on some great moral crusade to protect the rights of the disabled, when in fact he only cares about keeping traffic off his quiet little street. I support his mission, but not his motives.

+Clifton yeah I didn't know this either until I watched another clip, I was shocked and disgusted to find this out. What's keeping them from amending this law? I'm sure people who are legitimately handicapped would MORE than happy to go to their doctors every couple of years to get reauthorized if it's in the name of preventing fraud like this.

@ginabell694 my aren't we quite the skeptic! In life, we often have to make reasonable assumptions based on circumstances and visual cues. For example if I saw a group of men wearing ski masks come running out of a bank carrying large sacks and handguns, it would be reasonable for me to assume that the bank had just been robbed. But someone like you would come along and say "oh but Sean, that doesn't mean they're robbing the bank - they could just be filming a movie!" Please...get real.

Yeah, I'm sure no Teabaggers ever break the law, ever.

I would agree that the neighbors don’t really give a sh** about handicapped people or the rule of law. They’re just NIMBYs who only care about keeping traffic and cars off their street. Still though, misusing a handicapped placard is just wrong.
