  2.  @maxrice6990  I think you and I agree for the most part but my point remains that I worry a lot of criminals out there are going to actively resist arrest in order to bait the officers into using force, which can lead to profitable lawsuits against the town, city or state. The “ghetto lottery” as it’s called.
