  1. The police offered to take him to a shelter and he refused because shelters prohibit alcohol, drugs and smoking. He is where he wanted to be. He could’ve received free care for his injuries at the hospital but noooooo, he had to kick and scream and threaten the doctors and nurses. This is not a “mentally ill” person having an “episode”. This is a druggg addict.
