@boundedscythe7726 not kidnapping, maybe false imprisonment — but even that charge could get dismissed by a good lawyer. The key is that she was given the option to hand over the stolen merchandise and he would let her go. Fortunately this clip has audio and you can hear him telling her that, so a judge probably will go easier on him. They also have something in the law called “hot pursuit”. You have the right to chase after and restrain someone in the heat of the moment if they’re stealing property from you.
