You’re forgetting that NYC is a sanctuary city. Also, shelters are almost always staffed by volunteers, which means heavy turnover and minimal training. On the other hand, shelters are quite strict about not allowing alcohol or druggs (and this guy was clearly using both) so I don’t understand how this guy was allowed to be living in one especially with his aggressive behavior, and since he was a known user of synthetic marijuana (which is notorious for causing violent behavior, case in point: Jordan Neeley) you can rest assured this was not his first rodeo.
