Close the US-Mexico border immediately, slap Mexico with heavy tariffs, cut off all aid, cancel all new or pending visa applications and appointments for all Mexican nationals and let 'em sweat it out for a while. Then, even when they cave, leave those sanctions in place for an additional month as punishment until Sheinbaum gets down on her hands and knees and begs Trump's forgiveness.
