  1. Ukraine collects the transit fees from the operator(s) of the pipeline(s) who charges the shipper - aka Russia. Kazakhstan also sends products through Ukraine but has to go through Russia's pipelines to get there. Shutting down Russia without shutting down Kazakhstan would be difficult.

  2. The Adria pipeline runs from Croatia / Serbia to Hungary and can provide oil to Hungary. The direction of the flow is reversible
