The Rand corporation report that laid out all of this strategy years ago pointed out that NATO victory in Ukraine was extremely unlikely because of the Russian advantage in having short supply lines, and Ukraine have a multiple difficulties being able to handle logistics. Part of this is that the Ukraine railroad system was built by the Soviet Union and is not compatible with NATO's railroads. You can't just run military trains in carrying tanks and weapons. They have to be transloaded and might not even have compatible equipment.

Norway has the means, opportunity and motive to do the sabotage. Norway did much of the underwater construction and would be trivial to have attached explosives during construction or after. The Norway to Poland natural gas pipeline just went live this week ahead of schedule.

Ukraine is not the last remaining pipeline capable of transporting Russian natural gas to Europe. There's a pipeline that runs through Belarus. There is also the pipeline that runs through Turkey. That pipeline does transit through the part of eastern Ukraine which is currently under Russian control. It was built by the Soviet Union when nobody cared about borders, but could pretty easily be moved to the Russian side of the border with Ukraine.

Norway did much of the original pipeline construction and would be the obvious candidate to do the repairs. The pipeline has several remote control emergency cut off devices along its length.

Russia reportedly has already constructed an LNG compression station at their end of the pipeline, so they can still market their natural gas to the world, even without the Nord Stream pipelines.
