Gasoline and household fees (electricity, gas, heating) are almost free of charge in the size of definite consumption (I don't know exactly the volume) in Turkmenistan where there is dictatorship. They pay a symbolic little sum for electricity one time per year. On the other hand they have some problems with electrical energy supplying.
