  2. Wind Chlll doesn't lower temperature. It make you feel the current temperature much faster as strips away the warmth you body creates. This mean frost bite can happen very fast. Basically it like blast freezer. The temp isn't colder it's just gets things into to that temp faster. Here in Canada. If you -20C with wind chill of -40C it's not -40C because you can still breath normally. If it is actually -40C, which happen when polar vortex hits. Breathing outside is difficult as the air that cold. Mind you I'd take -40c no wind over -20c with wind.
