Listen there are plenty articles and documentaries analyzing what has happened the last 30 years and it was bound to end very bad no matter what because of leaders inside Lebanon. The political elite mismanagement and infighting, the religious sects and the division with one fraction having a big private army that everyone is afraid of, the huge curruption, the shady banking system, they refused to do any reforms and change making the electric grit and trash situation horrible. I think they have the highest debt in the world per capita. Every high level and mid-level even low level politician and officials knew about the dangerous cargo for 6-7 years. Reports even say much of it was missing because it is great for making bombs and explosions. When the judge in charge wanted to go after the political elite for the explosion he was kicked out. This is a state that has failed on many levels for 10-20-30 years. I saw an interview with guys from the Bekkaa Valley say there is no one nation, everyone is just fighting for themselves, there are no trust that the government, police, army , justice system will look out for you and treat you fair. They also took in a million Syrians and never gave rights and citizenship to the 200.000 Palestinians. Unfortunately it's a horrible mess and much is their own doing. But yes outside nation has interests in Lebanon like Iran, Syria, France , USA and others, but you could never fully blame them for the incompetence of the Lebanese elite driving the country out over the cliff. The country got big international loans in the past promising doing needed reforms, but they never did. That's why the billions in help do not come this time before clear garanties are gives because of the past.
