Why can't they abolish it already like Angola, Argentina, Australia, Azerbaijan, Cambodia, Canada, Chad, Kazakhstan, Madagascar, Mexico, Mongolia, Mozambique, New Zealand, Papau New Guinea, Turkey, Turkmenistan, Uruguay, and all of Europe (except Belarus & Russia) have? Seriously, they're allies with the majority of European countries (such as Germany or the UK) but refuse to take notes from them?
