Interestingly, the use of disinformation as a tactical weapon started in 1923 in the Soviet Union, when it became a tactic used in Soviet political warfare called "active measures." The deputy chairman of the KGB-precursor State Political Directorate (GPU), Józef Unszlicht, called for the foundation of "a special disinformation office to conduct active intelligence operations". Active measures is a term used to describe political warfare conducted by the Soviet Union and the Russian Federation. The term, which, as stated above, dates back to the 1920's, includes operations such as espionage, propaganda, sabotage and assassination, based on foreign policy objectives of the Soviet and Russian governments. Hmm....sounds vaguely familiar somehow, eh? Has the U.S. government copied the same tactics from its old rival, the USSR? Nah, couldn't be.
