Technically, Newsom was subject to a RECALL initiative (twice), not impeachment. Impeachment is a process controlled by the legislature. Recall is accomplished through a qualified ballot measure, such as was done in 2003 with Gray Davis.

First of all, Newsom was the subject of a voter RECALL (twice), not impeachment. A sitting governor can be recalled by majority vote of the people via a qualified ballot measure. The same way that Gray Davis was recalled and removed from office in 2003 (and replaced by Arnold Schwarzenegger). For impeachment, the state legislature must follow the same rules as the U. S. Congress did during the impeachments of Bill Clinton and Donald Trump respectively, i.e., a simple majority vote of the assembly/house to impeach, and a two-thirds vote of the senate to convict and remove. Being that the Democrats have a super majority in both houses of the California legislature, it is highly unlikely that Newsom would ever be impeached/removed. BTW, I also left LaLaLand after 35+ years as a CA resident. It’s been over 10 years since my departure and I still have “0” regrets, Cheers.
