  3. My dear, Gov. Newsom can't "pass" any laws on his own. The state legislature (Assembly and Senate) has to vote to approve any new traffic laws that take effect on a statewide basis, then the new legislation has to be sent on to the Governor's desk for approval (or veto, as the case may be), and THEN the new law(s) become effective. Take a civics lesson, why don't you.
