One practical matter is the question of whether Idaho would even want such an expansion, given the sparsely populated nature of eastern Oregon, and the responsibility of maintaining the associated infrastructure of such a vast area. Speaking as a long-time ID resident, I'm thinking no. Any eastern Oregonians would be more than welcome here in Idaho. The most logical solution is simply to leave Oregon as it is, and take Eastern Washington and Northern Idaho and combine them into one new state, which would include basically everything east of Yakima in Washington, and the 12 northern counties of Idaho. There are several reasons for this: similar climates, similar demographics, similar voter registration, and identical time zone (PST). Eastern Washington people despise the Puget Sound socialist oligarchy, and northern Idahoans feel neglected by their southern counterparts. Win, win.
