Any time someone says, "I'm not bluffing!", take it to the bank--he's bluffing. If at any time the fascist Putin orders the use of nuclear weapons, he is fully aware that it would mean the end of the Russian Federation in general, and of him in particular. Don't give any credence to his threats. There was another Russian dictator--Nikita Khrushchev--that tried to get his way through bluffs and intimidation. He failed, and by comparison Putin is a lightweight (in more ways than one).
