There are probably millions of stops, driving or on the streets every year, not all the same people. So unless black people have suddenly became the dominant colour in the country, that can't be true. It stands to reason in a mainly white country, that white people would be more likely to be stopped. My white privilege hasn't stopped me and others I know from getting stopped for one reason or another over the years, nor likely to.
