Not exactly true. Average plod on the streets has responsibility on who they decide to arrest. Next step is the custody Sgt, who decides the arrest is in line with the alleged crime, and if not person is released, or if it is person is held pending questioning etc. From the questioning, the decision to charge etc, will be directed by the Inspector. Yes, in most cases the case will be sent to the CPS, on whether the case progresses or not. However, it wasn't that long ago, I think it was Met chief Rowley who was begging for the police to be judge and jury in certain cases, therefore bypassing the courts. In fact the police can, in the cases of what they deem minor offences, decide the " sentence". They can offer a caution, a community resolution, offer the accused and to write up an apology etc.
