I'm not supporting what they are doing, however, the £220 rate is the maximum state pension a person can get, assuming they have acquired 35 years of paying National insurance. Most pensioners would have done that over the years. However, and this affects women more, as back in the day, traditionally the woman stayed at home to bring up children and look after the household. Obviously been different the last 30 years or so, as a family couldn't survive on only one income, so younger pensioners will have done at least the 35 years of paying National insurance. So technically it will affect them more, not so much the more older ones, they still might be eligible for the Winter allowance. Still all a disgrace whatever way you look at. Just give it to them, it's hardly a great amount in total in the grand scheme of things, in comparison to what other things the government waste money on.
