I just want to point out that your solution just changes the problem from poor people not having any incentive to show up to court to rich people not having any incentive to show up to court. To a rich person losing out on $5000-$10000 is nothing. It’s the exact same problem as not having any incentive for a poor person to show up because they didn’t get any bond. Giving such a low bail to wealthy people is like giving no bond to them at all.
